From November 26, 1550 to July 31, 1564, as Spanish administrator, he served as the second viceroy of New Spain (now Mexico), and he was the successor to Don Antonio de Mendoza . His rule was remarkably energetic, humanitarian, and free of corruption. He did much to improve the condition of the natives and thus aroused the opposition of many of the powerful Spaniards in Mexico. In 1553, the University of Mexico was founded. Exploring expeditions were sent out. During this period, Don Francisco de Ibarra conquered Nueva Vizcaya and Don Miguel López de Legaspi conquered the Philippines. Velasco was beloved by the people of Mexico, especially the indigenous peoples. His son, Don Luis de Velasco, 1534-1617, was viceroy of New Spain (1590-95, 1607-11) and of Peru (1595-1604). In Mexico he helped to quell the rather obscure conspiracy in which Martín Cortés, the son of the conqueror, was involved. Appointed viceroy after distinguished service in Spain, Velasco continued the work of his father in aiding the indigenous peoples, encouraged weaving and other native industries, beautified Mexico City, strengthened fortifications at Veracruz, and extended the conquest to the north, pacifying the natives. As Viceroy of Peru, he again worked to improve native conditions, particularly in the mines; he also tried to ward off buccaneer attacks, encouraged education, and reformed postal service. Velasco returned to Mexico, but was not allowed to continue long in private life. Viceroy of Mexico a second time, From August 1607 to June 19, 1611, he began the drainage of lakes about Mexico City, put down a black revolt near Orizaba, and sent out Sebastián Vizcaíno on explorations (1611). One of the finest Spanish colonial administrators, Velasco was later president of the Council of the Indies. He was rewarded with the title of Marqués de Salinas.

Luís de Velasco, born 1511, at Carrión de los Condes, in the province of Palencia, Spain, died July 31, 1564, at Mexico City, New Spain.
Luís de Velasco was the second viceroy of New Spain during the Spanish colonization of the Americas in the mid-sixteenth century.
Velasco helped the natives defend themselves against the abuses of gold-mining slave owners, and released 15,000 Indian slaves. On January 25, 1553, Velasco inaugurated the Royal and Pontifical University of Mexico. He commissioned the founding of the towns of San Miguel el Grande (now San Miguel de Allende), Durango (1563), San Felipe de Ixtlahuaca, and Nombre de Dios. He also instituted public services such as hospitals and law enforcement for the natives.
In 1558, Mexico experienced its first large flood of the Spanish era, and afterwards an epidemic. The Viceroy did everything in his power to aid the many victims.
At his death, it was found that instead of enriching himself in office, he had gone into debt out of his concern for the poor and the Indians.

Don Luis de Velasco y Ruiz de Alarcón . Fue el Segundo Virrey de México 1550-1564, llamado "el Prudentísimo" Hijo de Nobles , recibió notable Educación . El 1547 nombrado Jefe de las fuerzas Armadas del Reino de Navarra . El Rey Carlos V lo envía en una Misión al Virreinato de Méjico reemplazando Antonio de Mendoza. Velasco ayudó a los indígenas se defienden contra los abusos de los dueños de esclavos de minas de oro, y puesto en libertad 15.000 esclavos indios. Fundó La Real Pontificia Universidad de Méjico. Construyó Hospitales y legisló para los Nativos.En sus últimos años, Velasco centró sus esfuerzos en el establecimiento de asentamientos en la Florida, la exploración del Océano Pacífico y la búsqueda de más riquezas para el Imperio.
